1. General rules

1.1. This Charter defines the status, purpose, functions and functions of the state institution of” Institute of geology of Gogeology and engineering ” (in subsequent places – the Institute), as well as the organizational bases of its activities.
1.2. The institute was reorganized according to the decision of the president of the Republic of Uzbekistan dated June 8, 2020 № PP-4740 “on measures to organize the activities of the University of modern geological sciences in the system of the state geological and mineral resources of the Republic of Uzbekistan”.
According to its status, the institute is part of the University of Geological Sciences of the Republic of Uzbekistan in the system of Geology and Mineral Resources.
The institute is the legal successor of the State Enterprise” Institute of Geogeology and engineering geology”.
1.3. The institute is an institution established to carry out research in the fields of Geology, Engineering Geology and geoecology for the University of Geological Sciences, the state geological and Mineral Resources Department, mining enterprises and other sectors of the economy.
1.4. In its activity, the Institute applies to this Charter, as well as to the Constitution and laws of the Republic of Uzbekistan, decisions of the chambers of the Oliy Majlis of the Republic of Uzbekistan, decrees, decisions and orders of the president of the Republic of Uzbekistan, decisions and orders of the Cabinet of Ministers of the Republic of Uzbekistan, decisions of the
1.5. The institute is a legal entity. In the operational management has its own special property and responds in accordance with its obligations under this property, can acquire property on its own behalf and exercise property and non-property rights, be obliged to assume responsibility, be a plaintiff and liable in court.
The institute has an independent balance sheet, an account in banking institutions, including foreign currency accounts, a seal with the image of the state emblem of the Republic of Uzbekistan and its own name, stamps, blanks and other requisites.
1.6. The structure of the institute includes departments, sectors, laboratories, groups carrying out scientific projects, auxiliary service units and lots operating on the priority directions of scientific research work.
1.7. The material and technical provision of the institute is carried out from the funds allocated by the state budget of the Republic of Uzbekistan, the state geological and Mineral Resources Department, the University of geological sciences, as well as from the accounts of other funds not prohibited by the legislation.

2. The main goals and objectives of the Institute.


2.1. The main purpose of the Institute’s activities:
— conducting scientific-investigation, thematic and experimental-methodological work for the purpose of producing scientifically based recommendations for increasing the effectiveness of tasks on geological, engineering-geological and geoecological study of the subsoil;
-maintenance and production of scientific-methodical base of regional studies and underground water monitoring;
– modeling and predictive verification of geological, engineering-geological and geoecological processes;
— application and improvement of wide-coverage scientific methods and technologies of modern science (remote sensing of the Earth (Emz) Geographic-Information System Gat-technologies and hakozo) for the evaluation of scientific and practical tasks in geogeology, Engineering-Geology and geoecology;
— conducting fundamental, practical and innovative research in the field of geo-engineering, engineering geology and geoecology;
— conducting geological, engineer-geological and geoecological research;
— development of guidelines, requirements, methodological recommendations and other types of normative documents for geological and geoecological research;
– maintaining the state cadastre of hazardous geological processes, including groundwater, waters in protected natural areas;
– conducting laboratory and technological work for the resolution of issues of geo-Geology, Engineering Geology and geoecology;
– provision of experience-constructive works and production of products and requirements of the economy of the Republic in terms of geo-geological, engineering-geological and geo-ecological aspects;
— to improve the quality of training of specialists and scientific-pedagogical personnel on the basis of the principle of continuity and continuity of Science and education, as well as on the account of ensuring its integration into the world education and scientific community;
— to create favorable conditions for the integral integration of Education, Science and practice in the fields of Geology, Engineering and geoecology, as well as to ensure broad involvement of students in fundamental, practical and innovative projects, to introduce effective incentives for them;
— training of qualified and highly qualified personnel through qualification courses and postgraduate education institute.
2.2. The main tasks in accordance with the activities of the Institute:
– participation in the production of annual, medium and long-term programs for the purpose of development of geological-exploration works within its competence;
— development, justification and implementation of priority areas of scientific research, thematic and laboratory-technological work for the resolution of the issues of geogeology, Engineering Geology and geoecology;
— assessment of the state’s gidromineral resource potential;
— separation of prospective areas with an assessment of the predicted resources of groundwater to put in place geological exploration work;
– search, prediction, izlash and improvement of methods of assessment of groundwater deposits;
— for the monitoring of the implementation of works in accordance with the approved programs of geological-exploration work, for the allocation of new prospective areas and for the monitoring of the implementation of works in the groundwater, the use of advanced methods of forecasting and in-depth analysis;
– to draw conclusions on the basis of a systematic analysis of the objectivity and accuracy of the predicted resources on specific objects of geological work;
— production of Engineering-Geological, geoecological research and mapping methods in intensive technogenesis districts, urban and industrial areas;
— mapping and carrying out geological, engineering-geological and geoecological research in different masshtabes;
– conduct an environmental audit and environmental monitoring;
— carrying out research work on the study of groundwater, aerated zone rocks and soil pollution;
-maintenance and production of scientific and methodological base of underground water regional research and monitoring;
– state cadastre (protected natural water and dangerous geological processes) and state accounting of groundwater;
– to draw conclusions;
– preparation of project-estimate documents for the conduct of geological-search research;
– agreement on the issuance of permission for drilling of water wells and permission for special use of water (groundwater) ;
-to dig a well into the water pipe and to agree on the permit for its design;
-development of environmental impact application (AMTA) draft (ZVOS and Zep) and other environmental regulatory documents.
— scientific and scientific-practical events (conferences, seminars, etc.)) transfer;
– preparation and publication of scientific works in the field;
— training of highly qualified personnel in the field of geogeology, Engineering Geology and geoecology and using modern methods in solving scientific, practical issues;

— to create favorable conditions for the integral integration of Education, Science and practice in the fields of Geology, Engineering and geoecology, as well as to ensure broad involvement of students in fundamental, practical and innovative projects, to introduce effective incentives for them.


3. Main Activities of the Institute.

3.1. In accordance with the main tasks, the Institute: – participates in the production and formation of the annual, medium-term and long-term program of geological research within its competence; – develops the priority direction of scientific-research, experimental-development, thematic and experimental-constructive, geological-economic research, publishing works, scientific and educational activities and agrees with the University of Geological Sciences; – conducts scientific-research works on the study of the formation conditions and distribution laws of underground water deposits in the territory of the Republic of Uzbekistan; – carries out prediction of underground water deposits by making predictive resource assessment and scientific-successful recommendations in the future directions of geological exploration; – by using advanced forecasting methods for laying hydrogeological, engineering-geological and geoecological works, on the basis of in-depth analysis, allocates new prospective areas and creates monitoring of their implementation according to the approved program; – provides conclusions based on systematic analysis about the accuracy and objectivity of predictive resources on the objects of geological exploration; – implements the development of a rational set of modern methods for the search, evaluation and exploration of underground water deposits; – approves project-estimate documents, which are the basis for granting the right to use land areas for geological investigation, within the scope of its authority, at the expense of the state budget; – approves the reports of the thematic, experimental-successful, experimental-constructive and other works carried out by the Institute based on the results of scientific-research works within the scope of its authority; – The Scientific Council, which is considered a partner body, is formed at the base of the Institute, it is composed of scientists and highly qualified specialists of the Institute and other organizations, determines the direction of scientific research, experimental-successful, experimental-constructive, thematic and other works, drafts and estimate documents , considers reports on the results of the work performed, issues of training highly qualified personnel and other issues related to the main activities of the Institute. The Statute of the Scientific Council is approved by the Director of the Institute. It carries out the following: – hydrogeology, engineering-geology and geoecology, including research in the fields of reclamation hydrogeology; – underground water and environmental monitoring, restoration and drilling of monitoring wells; – assessment of underground water reserves; – calculation, recalculation and evaluation of underground water reserves; – to study the processes of pollution and depletion of underground water resources; – researches in the field of engineering geodynamics; – study of mineral, thermal and industrial groundwater; – to study the use of mineral waters for medical hydrogeology, treatment-health and ecotourism purposes, to evaluate their spa-recreation status; – study of hydrogeological and engineering geological conditions of mineral deposits; – to study the ecological conditions of cities, industrial zones and agricultural areas; – development of new technical means, underground water exploration technologies and their rational use; – development of technologies for artificial replenishment of fresh underground water reserves and their protection from pollution, processing and use of hydro-mineral raw materials; – to determine the physical and mechanical properties of rocks; – conducting topogeodetic works; – making maps, printing them; – construction and capital repair; – construction of residential buildings intended for employees of the organization; – placing and storing property and materials in warehouses; – activity in the field of finance and accounting; – maintenance and repair of cars and trucks; – production and sale of audio and video tapes, discs carrying electronic data; – Creation and trade of KNOW-HOW technical technologies; – to provide paid services to legal entities and individuals; – engineering geology and geophysics works; – conducting engineering-geological and hydrogeological researches for construction works; – development of fertilizers for agriculture, production of agricultural products; – pouring mineral and drinking water and releasing it directly to the consumer market; – scientific research on projects and grants receiving financial support through the Ministry of Innovation and Development of the Republic of Uzbekistan, some state funds of the Republic of Uzbekistan, funds of international and foreign organizations; – carrying out scientific examinations, scientific predictions idevelopment and provision of consulting, informational, informational accounts and engineering services; – Publication of publications reflecting the results of the Institute’s scientific activities, as well as scientific and successful materials, methodological recommendations, monographs, collections of scientific works, distribution of these publications among similar organizations and republic-wide institutes and enterprises (paid and free of charge) ) and strengthening; -Consolidating relations with organizations and enterprises of Uzbekistan and foreign countries and carrying out mutual experience exchange; – to ensure international scientific cooperation and the participation of scientific staff of the Institute; -Training of scientific staff through post-secondary education institute and professional development courses in the institute; – to open branches of educational departments and to train students of educational institutions, as well as to conduct their training and field practices; – to use the material and technical base of the Institute to train students in hydrogeology, engineering geology, geophysics and geoecology; – to attract professors-teachers and talented students to the scientific research projects carried out in the activity of the Institute; – to create and distribute automated databases of given information in the prescribed manner; – Realization of products (services) produced by departments of the Institute, including experimental, experimental, innovative and other products; – Material and technical provision of the institute; – introduction of an advanced system of wage action that provides social protection for employees; – In the course of the Institute’s activities, providing its employees with special clothing, food products and other means of social assistance; – to ensure compliance with safe working conditions, fire safety rules, sanitary and ecological norms, requirements for protecting land and other natural resources. 3.2. The Institute carries out activities that require permission or licensing, in accordance with the requirements of the relevant legislation of the Republic of Uzbekistan, from the moment of obtaining the appropriate permission or license.

4. Property of the Institute.

4.1. The sources of formation of the Institute’s property are as follows: – Property transferred to the Institute’s discretion by the State Geology and Mineral Resources Committee and the University of Geological Sciences on the basis of the right to manage the economy; – targeted funds and subsidies allocated from the budget within the framework of the annual mineral raw material base development and replenishment program; – Income received from works performed on the basis of economic contracts of the Institute; – debt funds, including loans from banks and other lending organizations; – Other funds not prohibited by the legislation of the Republic of Uzbekistan. The value of the Institute’s property is reflected in the Institute’s independent balance sheet. 4.2. Movable and immovable property is disposed of by the Institute in accordance with the procedure established by the legislation, only in the scope that the purposes, subject and types do not deprive the possibility of carrying out the activities specified in this Charter. 4.3. The property of the institution is indivisible and cannot be distributed as a share (contribution, share) or among the employees of the institution. 4.4. The disposal of the property of the institute is carried out in agreement with the University of Geological Sciences in the following cases: – sale of fixed assets and other properties, write-off and inclusion in the charter fund of the economic society as a share; – purchase of shares (as well as shares) of economic companies; – Realization (sale) of shares (shares) in the institute’s economic society; – Disposal of property not related to the purposes of the Institute’s activity. 4.5. The institute can independently own, sell, rent, temporarily use the property and funds acquired or earned as a result of private economic activity, remove it from its balance sheet due to obsolescence, as well as those that do not contradict the laws of the Republic of Uzbekistan. the right to perform any other actions. 4.6. The funds remaining after the payment of all mandatory fees and taxes from the income earned by the institute from its production activities are considered its profit and are completely at its disposal. 4.7. The property purchased at the expense of the income received during the production activity of the institute is transferred to its independent disposal and is taken into account in a separate balance sheet. 4.8. The Institute is responsible for its obligations with all its assets.

5. Rights and Obligations of the Institute.

5.1. In carrying out its activities, the Institute has the following rights: — To establish, reorganize and liquidate structural divisions of the Institute in accordance with the established procedure; – With the consent of the University of Geological Sciences, it is possible to become a participant (member) of commercial and non-commercial organizations, in which the participation of legal entities is allowed in accordance with the law; – To perform special important (or major) tasks of the State Geological Committee, as well as the University of Geological Sciences, when necessary, to create temporary working groups (working groups) from highly qualified specialists of the network, as well as other enterprises and organizations; – implementation and development of mutually beneficial foreign economic relations in the prescribed manner; – implementation of international cooperation in the established order, sending scientists and specialists on business trips to foreign countries, inviting and receiving foreign scientists, representatives of international social, financial and economic organizations, representatives of foreign firms and companies in the field; – creates and implements a project for holding scientific and scientific-technical conferences, seminars and symposiums, including international events, in the main scientific direction; – proposes the creation of specialized councils for the defense of theses and ensures their work; – concluding all types of contracts with legal entities and individuals that do not contradict the law of the Republic of Uzbekistan, this Charter, the purpose and subject of the Institute’s activity; – organization of general catering points (kitchens, buffets, shopping outlets); – Entering into debt (loan) relations between the State Geological Committee and organizations that are part of the University of Geological Sciences in case of financial need (receiving and providing assistance in an interest-free form); – implementation of material and technical support; – participation in the stock market; – capital repair, including expansion of production by the method of economic management, implementation of reconstruction works, production of consumer goods and provision of paid services to the population; – Implementation of other types of activities not prohibited by the laws of the Republic of Uzbekistan. 5.2. Obligations of the institute: – to submit a business plan to the University of Geological Sciences in the prescribed form, to make corrections to them if the volume and limits are changed during the execution of works; – to provide statistical and quick accounting reports and other information at the request of the State Geological Committee and the University of Geological Sciences within the specified period; – submitting proposals to the University of Geological Sciences for the purchase of techniques, equipment, apparatus and basic technological materials necessary for the implementation of geological exploration works in accordance with this Charter; – ensuring targeted use of state funds.

6. Management of the Institute.

6.1. The management of the institute is carried out by the director. He is appointed and released by the University of Geological Sciences on the basis of a contract. The rights and obligations of the director are regulated on the basis of the labor laws of the Republic of Uzbekistan, this Charter, as well as labor contracts concluded with the University of Geological Sciences. 6.2. The director is the sole executive body of the Institute and organizes the performance of the tasks assigned to the Institute, acts on behalf of the Institute without a power of attorney, including representing its interests, concluding transactions on behalf of the Institute in the prescribed manner. 6.3. The Director may have deputies appointed by order of the University of Geological Sciences. The scope of rights of deputies is determined by the Director of the Institute. 6.4. Based on the employment contract, the relations between the director of the Institute and the employees are regulated by the labor laws of the Republic of Uzbekistan and the collective agreement. 6.5. The monthly salary of scientific and managerial staff of the Institute is determined on the basis of the decision of the Cabinet of Ministers of the Republic of Uzbekistan dated August 18, 2009 No. 233 “On measures to further stimulate the work of scientific staff” and in accordance with the amount of the basic salary specified in the University Charter. 6.6. The monthly salaries of the institute’s engineer-technician and workers are determined in accordance with the unified tariff scale of labor remuneration in the system of the State Geological Committee. 6.7. The position salary (rate) is paid to the employee of the institute for the performance of his functional duties and the work stipulated in the employment contract. The amount of additional salary, bonuses and other financial incentives is implemented by the institute from the profit generated from economic contracts in the manner and in the amount established by the legislation.

7. The Right and Obligation of the Director of the Institute.

7.1. The director of the Institute: – manages the property of the Institute within the scope of his right, draws up contracts, employment contracts (including contracts based on the contract), issues power of attorney in accordance with the law; – opens accounts and other accounts in banks; – Uses the right to manage all funds of the Institute; – In agreement with the University of Geological Sciences, approves the number of employees of the Institute and their salaries; – issues orders, orders; – Approves documents within the Institute, gives mandatory instructions for all employees of the Institute; – Recommends candidates for the positions of deputy directors to the University of Geological Sciences; – Ensures guaranteed working conditions and social protection measures for employees of the Institute, determines other social benefits within the earned funds; – Performs other powers in accordance with the legislation of the Republic of Uzbekistan. 7.2. The Director of the Institute reports to the University of Geological Sciences on the activities of the Institute. 7.3. The director of the Institute acts in the interest of the Institute in the implementation of his rights and obligations and is responsible for the following in accordance with the procedure established by law: – timely payments of budget and extra-budgetary funds; – payment of wages; – To satisfy all the requirements of labor law relations with the employees of the Institute; – to transfer funds directly related to production activities for needs; – damages caused to employees of the Institute as a result of an accident in production or other injury that harms health; – damages caused to the Institute due to his actions (inaction), including incidents of loss of state property given to the Institute.

8. Branches and Offices of the Institute.

8.1. According to the agreement with the University of Geological Sciences, it may open representative offices, branches and other isolated units, consider them in the Institute’s balance sheet and separate balance sheets, and turn them into property. The structure of the institute can include systematic units. 8.2. Offices, branches and other isolated units act on behalf of the Institute based on the statute approved by the Institute. 8.3. Heads of branches or structural units of the Institute are appointed by the Director of the Institute and act on the basis of his power of attorney. When the employment contract concluded with the head of the branch or representative office is terminated, the power of attorney must be canceled by the director of the Institute.

9. Liability of the Institute.

9.1. The institute is responsible for its obligations and all its properties. The University of Geological Sciences is subsidiarily responsible for the institution’s obligations, if its property is insufficient. 9.2. The Institute is not responsible for the obligations of the University of Geological Sciences. 9.3. The Institute is subsidiarily responsible for the obligations of branches and representative offices.

10. Supervision of Institute Activities.

10.1. At the end of the reporting period, the institute submits the financial report and other documents to the authorized bodies according to the list established by the law, and is responsible for the preservation of the documents and their storage in the prescribed manner. The Institute reports to the University of Geological Sciences on the main production and economic activities according to the established form and procedure. 10.2. Control over the fulfillment of agreed obligations to the University of Geological Sciences is carried out by the appropriate departments of the University of Geological Sciences. 10.3. The activity of the Institute as an economic body is controlled by the University of Geological Sciences and other competent bodies in accordance with the procedure established by the laws of the Republic of Uzbekistan.

11. Reorganization And Termination.

Reorganization (adding, combining, dividing, separating, changing) and liquidation of the institute is carried out by the decision of the University of Geological Sciences, in accordance with the procedure established by the laws of the Republic of Uzbekistan, in accordance with the agreement or according to the court decision.

12. Amending and Amending the Charter.

12.1. Amendments and additions to the Charter of the Institute are made according to the order of the University of Geological Sciences. 12.2. When amendments and additions are made to the Charter of the Institute, they must be submitted to the registration bodies in the procedures and terms established by the laws of the Republic of Uzbekistan.
